Isnt there any standard that a substance has to meet before it can be recognised as a vaccine? Something that changes your DNA isn't a vaccine, its more like cancer (which is initiated and sustained by a random DNA mutations) or a virus (which injects its own DNA into cells reprogramming them to make more viruses)

So deciding hes going to experiment on people with what look like bio-weapons? You better believe that citizens are going to assert their right to Kill Bill and anyone else pushing this evil crap - if the government and law enforcement doesn't do it first.. which by the way they absolutely ought to with public domain evidence backing that course of action like exhibit A above.
