I used to work with a couple of black gentlemen that subscribed to this theory. They believed if the Europeans had left the blacks alone in Africa they would be far more advanced by now than any other culture on Earth. Of course if one points to the current state of African Countries with the genocides and famine they would see that as unlikely. I won't even get into South Africa's issues.
