Well. Yes and no. They are native to tatooine unlike the Jawas that were forced out of they're home world and kinda took over the planet. The tuskans are extremely defensive of their territory and besides one tribe, do not welcome outsiders unless to trade occasionally. That said, they are xenophobic, with most tribes killing on sight. I would say they are more of 'get off my lawn' old person whose family has been in the same spot for generations. They are of somewhat lesser intelligence and cannot speak Basic or Huttese, so they are basically shit upon and seen as the aggressors and invaders.
