I have difficulties seeing how the U.S. would pull off disarming and subjugating America's vast rural communities (especially if someone picks a random spot in the middle of nowhere and makes it their own), but you're right, the USSR pulled it off.
America isn't geographically fit for that kind of governance. In the cities, sure, but almost all of the nation is rural land.
