The Russian scare is and has be a one sided defense. After ww2 most NATO protected nation decided they didn’t need a big army since the US already had one. The threat we were protecting them from in Germany again supposed to be Russia even after the Cold War is still bullshit. As modern day Russia is like an old grumpy grandpa. It sleeps most of the time but if you mess with him, he will beat you with his cane. Now the threat of a possible Islamic uprising in Germany is their fault and their responsibility for letting it happen.
This is actually a long historical thing... After WWII the allies had troops in West Germany, in zones by country, as a result of the German aggressions. This remained for a long time, to the point where in the 1980's a third of the US military was in Germany. Part of the reasoning was that we were unwilling to allow the Germans to re-arm. Starting in the 90's and into the 2000's we gradually reduced our forces, returning the bases we had there to the Germans, but retaining units to provide a deterrent against the (at that time) communist aggressiveness of the Soviet Union. At this point the original justification for troops there has long since passed, as well as most of the threat of the USSR.
