It's way worse than "idiocracy" which is just "rule by the stupid and/or foolish." They are not necessarily evil.
The kakistocrats, however, DO know what they are doing and ARE evil. They fully intend to destroy the strong and let the weak (themselves) take over, thinking that they'll finally be able to feel like winners once the actual winners are out of the way.
They know they are taking power and are very good at it. The Cathedral sucks at building everything and thinks they produced genius. The cities they are teaching people to plan are obviously retarded; urbania is violently empty cores with glittery husks duct taped to the facade.
