Pass that amendment and watch as within 100 years city people can split one of those small apartment houses with a yard into 1,000 shares tor city dwellers, but rural folk will struggle to acquire enough land to qualify. Adding new rules will never stop something caused by corruption of culture and education.

I disagree, tds takes all walks of life. There is no class of person inherently more resistant than others. Culture, education, etc. are the factors.
