Absentee ballots are not sent out unless you register to get one and request it within a specific time frame and provide some ID showing you are the voter you claim to be. They are not mass mailed willynilly. You basically have to register to vote in the specific election to get one. There are multiple fail safes in the process. I've done it and it was sort of a pain in the ass.
