So the Democrats can tantrum themselves out on the subject. Then he can get his way without resistance because theyve used up all their momentum and energy.
Its litterally like dealing with children. I seriously use the same tactic with my kids.

He has a tactic I call "The Daily Squirrel!!!" (From the movie Up!) (Yes, I've love a more historical/military name for it, but just too damn apt)
Trump half-steps one way. Yells "Squirrel!". Media spends the whole day shepherding their entire flock to stand in front opposing Trumps forward-step directly. They spend so much time doing that, Trump calmly signs contracts with, say, Kodak, turns, and ... repeat the process on new heading.
By not advancing directly all the time, he gets them to uncover things and do things that aren't in the limelight.
But by knowing where he's going, he hits "The high ground" along the way. So among the "What the hell is he saying" quotes are stone-cold-truths that people weren't quite ready to hear or believe. But are significant slammed into the historical record.
