The EUA is a legal designation that has some teeth in some ways but not, actually.
It allows for the distribution of HCQ from the Strategic National Stockpile(you know, since it's a perfectly safe drug that is on the top list of essential medicines across the world, nations stockpile that shit) to hospitalized covid-19 cases (you know, the cases that severely reduce the likelihood of efficacy of the drug)
So, the EUA is just a classification status that allows for that specific distribution channel. NOT having -- or the revocation of -- that designation means nothing in regard to the ability to prescribe it. Nothing other than 'confidence' and 'perception', that is.
Therein lies the 'teeth, but not'. The revocation means 'you can prescribe it, we're just not giving it to you from the stockpile'. Teeth, but not.
However, the very nature of 'The FDA Revokes Authorization for HCQ Emergency Use for Covid' has an attitudinal effect. Most people just read 'revokes' next to 'HCQ use for Covid' and it paints a quick picture.
And since most folks don't have time to read FDA press releases, policy papers, and articles diving into the actual explanation (which never get to the fucking explanation till after 5 paragraphs of making SURE you understand that Orange Man Bad and due to several recent bullshit studies that involve giving HCQ to people days away from death didn't have a Lazarus Effect, HCQ has not shown to be of any help) they just go 'Oh, FDA revoked the use of HCQ therefore the debate is settled.'
And, sadly enough, that includes many doctors as well. If, you know, their politics align in a certain direction.
