Depends on lots of variables, mostly the type of ammo and armor used. 9mm isn't going to do shit against lvl 3 steel plate. Unless it happens to fragment or ricochet and hit somewhere else. That being said, if you're wearing armor and you get hit, you should immediately do whatever is necessary to avoid taking more shots.

Even if your target is wearing armor you put two in the chest.
They will go down and at least be ineffective for the fight if not worse.
