You can talk about it but as long as at least the Dem governors still extend their SOEs and mention "coronavirus fears at polling places" no one can stop them.
here in NJ Murphy draws his power from a 1941 "Emergency Powers" Law. As long as he keeps renewing his SOE, not even the legislature can overrule him (not that they would, they're dominant Democrat right now), there's been attempts to put a 14-day cap on it with oversight by the legislature before he can renew, gets immediately tabled by voice vote. So then, he has carte blanche to make decisions now. If he keeps extending his SOE to November, then he has 100% power to mandate VBM and no one can stop him from doing so. I would think a similar situation is going on in all (D) - Governor states right now. Who can stop VBM in those states then?

If Trump pulls the National State of Emergency at a federal level, does that pull their emergency powers?
not sure but probably not. the states i think can decide on their own locally.
