You are delusional if you think business owners by and large are doing this because they "want to." It is hurting their sales. They are doint it because they feel forced either by state or local fines or by fear of lawsuits from "muh health oh no the nearly non-lethal virus will get me" pansy employees. They absolutely DON'T want to be doing this, and if any law is passed clarifying that employees can't sue over this, then I guarantee you virtually theonly place left mandating them will be places with fear of the local or state fines.
