That was intentional. They knew they'd get away with it, and they wanted to rub our faces in it. They wanted to get us to shriek "fake birth certificate!" so they could put it all over the news and call us idiots. If that weren't the case, they'd have pulled it and reuploaded it when they'd realized that happened.
It's because the most popular PDF software has a highlighter function where you can pick any color. A lot of clueless people use black highlighter because it visually resembles a redaction blackout.
Except it's still a highlighter, and just as highlighting text still lets you copy/read the underlying text, black highlighter is no different.
Also, separate from the visual images, nearly every PDF creator embeds a separate plain text copy in the PDF file in order to aid search and indexing functions. So even if the images were properly redacted, you can often still extract the original text.
The only way to truly produce a redacted PDF is to strip the plain text embed (uncheck "make text searchable" etc) then overlay the black bars, and then recompress or export the PDF so that the pages all flatten down to bitmap images only.
