I've worked with Photoshop since 1989. I was a beta tester. I've worked with pdfs since the creation of the standard. I set up a major digital imaging operation back in the early 90s, and have kept my hand in as a photographer. I think I can safely say I am expert in the technology.
The thing about scanning a document to pdf is that it will ALWAYS scan the same way in terms of layers/elements grouping because Adobe software drives all pdf creation. If you print a document, scan it, print it again, and then scan it again, the pdf elements in the second scan will be identical to the first. Try this with the BC. Print, scan, print, scan, print, scan; the scans will all be identical, and NONE of them will have the layers and element grouping of the original BC pdf. This is how I knew it was a fake.
I cannot say what was faked, or if anything on the BC is different from the real BC, and disagree with a lot of the conclusions of Joe Arpaio's group, BUT, the BC posted on the WH website is not consistent with a scan of a single document.
What did you disagree with from Arpaio? They had found the source certificate and lined up a lot of the fields on Obama's where it looks like they copy & pasted, do you have a different theory?
I didn't get to download that for myself and see it, does anyone have a .gov or archive of an official link? I would like to prove the birth certificate was fake to myself and my family
Same thing happens when I scan business cards to PDF. It pulls the detected text into its own layer so it can do OCR. Fancier systems will separate the text into different layers by font and by angle so that the OCR can run more efficiently.

You cannot scan files directly into Illustrator. I've used it for 11 years. Illustrator has no TWAIN support, and it has no way of knowing how to break up the document into layers even if you could scan into it. You CAN scan a file into Photoshop (if you have the TWAIN driver for that scanner), but it comes in as a single layer, since Photoshop has no way of knowing how to separate the scan into layers either. This video is evidence of forgery.
Secondly, some of the text has clearly been copied and pasted from other areas of the documents. When you drag these parts of the text over each other, they line up perfectly--down to the pixel--imperfections and all.
