To get Redacted text under black highlighter on the digital pdf's - simply right click to save pdf on the blue links. then open in pdf. then save as text file. using foxitpdf reader. it will show all black redacted text on digital pdf's - but not on the image pdf's. enjoy.

so far on doc 143 it works. the others for now im finding are done properly....hmmm
right click save link as. save the pdf to your drive. then open pdf. seek the black highlights. then save pdf as a text file. using foxitpdf reader version 10
