That footage is not the USNS training. It's a totally separate example of using a training dummy. It's clearly from a training area, though - not a hospital room. There's a sign behind the therapist that states “No food and/or drinks allowed near mannequins and/or task trainers.”
In this instance, I have to go with benefit of the doubt and say it isn't deliberately deceptive. If they wanted footage of ventilator use, a mannequin training sample is probably the most respectful way to do it - rather than a legitimate patient.
