The 14th Amendment forbids the State governments from having such laws. Oddly, it allows Congress to pass them. But these laws are all local, and typically it's blessed in some form by some federal law from decades ago. Time for an amendment to the 14th one that says two things: NO law, federal, state, or local may discriminate on the basis of race or sex, and that birthright citizenship is only for children of at least one parent who was a U.S. citizen at the time of the birth.
