The person who shot at the fleeing vehicle obviously lacked proper awareness and decision making ability to operate a firearm. They didn't see the incident that lead to the shooting, and didn't even know if the vehicle was involved in the shooting. All they knew/saw was the vehicle fleeing after gunshots were heard. They could have also easily hit bystanders.
I agree completely. Letting criminals go is pissing me off. Any one of them might show up to face charges on the honor system, but especially without bail many are NOT likely to. With roughly 30 million illegals we don't have resources to impose or maintain rule of law. We the Pepe fixing this is neither 1776 nor Civil War, but whatever you call doing patriot shit is getting more necessary and imminent.
