People that don't want to or can't shoot a higher caliber and still want something to defend themselves. I actually have a couple 22's, mostly because I do Rifle / Pistol Rimfire Competitions.
You can put an entire load of BB's into something or someone and they'll be doing pretty much the same thing they were doing before. If you put 10-16 rounds of 22 (depending on the handgun) into something or someone they won't be doing the same thing they were doing before, it's all about shot placement, just look into the old Crips & Bloods gang wars of the 80's and early 90's, most were off'd with tiny caliber pocket guns.

Go plinkin with a Ruger Mark IV someday....super cheap shootin, and very easy to be accurate!
