Never heard the term paltering before but yep, definitely word salad meant to give an answer to a question not asked. I suppose up next will be “it depends on what your definition of island is”

There you go. I looked at the headline version of his "statement", and thought how he would shade the meanings of the individual words. Like, "I did not have sex with...", but only specifically excluding one type of sex act.

He could say, "I didn't go", meaning not just him. "We" went is a different statement. That kind of crap.
