My guess would be that they’re randomly generated by a computer program that creates twitter handles that aren’t yet in use.
It's possible the numbers have a meaning. There has to be way for the bot controllers to get paid. So the usernames may not be completely random.
Which is why Twitter isn't worth listening to or even having an account with. What's the point of arguing with bots all day?
