He wasn't saying it was, he was saying New Jersey is a cesspool of corruption and the police will use the false statement of "it's the law" to justify authoritarian rules. Doesn't matter if it is legal, more or ethical. It just matters that it is enforced and unchallenged. Which is why if you have a local business on defiance of this bullshit you go down and show support.
