I'd like to know how police are ordered not to enforce law in the places they're not. How explicit is it? Is there a subtly implied threat that if they do, they will lose their jobs? Must be a threat involved, but how is that made clear to them? It has to have happened in so many places, yet we hear nothing about how (at least I haven't).

Wondering because all of these bystander police cannot be leftists themselves, but by and large they obey as if they are.
