Either lured it with food or snuck up on it while it was sleeping/hibernating. No matter how chad you are, you're not going to be able to get your hand close enough to a bear's neck to attach a sticker without it being distracted in some way.
It is a black bear though. These are mostly not aggressive and actually run off when they see people. They actually recommend that you FIGHT BACK against black bear attacks because they WILL give up if they take damage.
Grizzlies or Brown bears are the dangerous ones where you have to play dead or hope you got mace on you. If you encounter a Polar Bear... I hope you brought anti-tank rounds.
In the case of a black bear, it's not so much that "it'll tear your face off" as it is "if the bear sees you, he'll bolt like a furry truck zooming through the forest".
Either way, staying out of the bear's sight or keeping it distracted on something else would be critical to getting within collar-sticker range without tranquilizing it from a distance.
