If you take the Non-Aggression Principle to its extreme conclusion, then you might believe that both taxes and tariffs are beyond the scope of what the government should be allowed to use (since they both interfere with the "Free Market" in some way and they both are empowered by the threat of force [in this case, fines and/or jail time]).
If you recognize the Articles of Confederation as a warning against going too far towards small-government anarcho-capitalism, then you can recognize the purpose of both taxes and tariffs as well as how they help protect the local free market from potential threats.
Libertarianism is a lot like any other extreme view, where leaning too far into it causes more problems than it solves. It's all about balance and being wary of both the minor and major issues.
