The biggest confounder I see is that developing countries that make the majority of countries along the bottom are not accurately reporting deaths so are going to have artificially low numbers
You can add countries here, from adding Germany you can see that it has a death rate somewhere in between those extremes. I'm German but I don't know the exact way HCQ is handled here, it's not officially endorsed, but it doesn't seem to be banned either. (The top countries banned HCQ from being used.)
