It should never be used as a diagnostic test as people can have a tiny amount of virus in their body but that does not mean they will get sick or will get others sick.
The contact tracers are actively hunting down humans to test
They 'interview' a positive case to find contacts
Then they require them to quarantine with 'guidance' on house cleaning and delivered groceries, and they get their own testing and interviews to find more victims
