All the superheroes were mutants, except Thor who was (in the story) a demi-god. The mutants got hunted and hated, flocked together for self-defense where they were trained, and ... all the fictional stories.

I fully expect that once a vaccine is ready, kids will be held hostage in schools. We will be told there was an outbreak, and kids have to stay put and parents can't go in. The only exceptions are if everybody in the family gets the vaccine. Parents will comply. This will be the beginning.
