The only logical 13D chess answer is he has ceded complete control of the situation to the left at all levels in order to appease optics and avoid blame during an election year, his perceived reason for the COVID attack.
However, it is more than likely 13D chess was played on him. It will be very very hard to regain control back from the blue states and narrative engineers without criminal indictments. What leg will he have to stand on even after a landslide other than that? He's been saying COVID is the plague and states rights uber alles. Would the people he is appeasing still support him then?
