A large amount of society operates on the honor system, or something approximating it, if only because it would be an impossible task to police everything everyone does. There will always be people that nibble at the edges of that system, and there will always be people who ignore it completely and do what they want.

The problem is that it’s a lot easier and faster to catch the nibblers and punish them, to stop others from nibbling.
