We never had ICANN to begin with. ICANN is a supposedly "non-profit organization" that the US would contract to assign ip addresses to domain names. Think of it like they are the book keeper to what domain name goes to this ip address. They would be the master copy, then other DNS providers would basically copy their master in a sense. The US basically gave that power to the organization now. If anyone reads this please correct me if I have mistaken anything I have said.

Before yes when the US had control of it, now, not anymore. ICANN is in full authority of that power. All DNS providers copy from ICANN, so in essence, ICANN can technically if they wanted to, blacklist or just remove domain names from their master copy, and considering every DNS provider copys from this master, you can see where the problem is.
