Modified exhaust system and tuning the fuel mixture. Also, gunning it. For more information suggest googling "how to rolling coal"

Under normal circumstances I'd agree. But when violent NPCs happen to be standing right next to the exhaust pipe? It becomes downright necessary.

They add an engine controller to get more HP than the factory tune, by changing values in the ECU. This allows them to make "fuel maps" and select them for different situations like economy, towing and you guessed it, rolling coal.
