As an aside, are the cops guilty of anything besides bad optics? They would have known that they were dealing with someone who is high -- they do it all the time. But should they have known that he had taken a dangerous overdose, and rushed to get him medical attention? Would more training have helped? Defunding, obviously, would not.

As a cop for some time, his behavior was not consistent with having consumed fentanyl - they were what you expect when someone is on meth. There was no way to know from his behavior he would be overdosing on fentanyl.
Well the cops didn't know, and iirc he admitted to hooping drugs. If you can even trust the reports we got to see, because clearly this is all bullshit.
