If the full video shows the officers were following department protocol (where training materials taught the use of knee on neck) rather than being bad actors, then the police chief could get some blame on the incident and wrongful termination.
I imagine those officers will sue the city and a lot more. They could have libel cases against any news saying they used an unauthorized hold since the PD manual says they can use it.

I said this when they got charged they'll counter sue and win but their city won't have money to pay out so that'll suck for them.
