That's an awfully specific claim, and a whole lot of people would have to have known about it, especially if the report that it was seized from a ship is true. It could have gone off accidentally, or it could have had "help". Either way, as you noted, it's pretty amazing that it didn't blow up sooner. Lots of people in that neck of the woods like to blow things up.
