The information gathered by Durham is meant to be used to make charging decisions and build a case for prosecution. While the OIG can recommend charges, the OIG doesn't exactly build a case for prosecution. Durham however, is the source, in that he himself has the power to bring charges, or consult with the AG on whether or not to bring charges. There is no middle man in the process. No one to throw it over to and say, "Hey I found some stuff, you should probably charge this guy". It's more like, "I found some stuff, I'm charging this guy".
