Circumvents the spirit of the process put in place by voters. Anyone playing legal games with transparency laws should not be receiving any money from taxpayers, unless it is in the form of prison housing costs.
Since you are willing to spend $300, you should look into the cost of buying a full page ad in your local paper with these two letters.
I would also post this on as many community, city and state Facebook pages as you can. Have you shared it on Facebook, and asked all your Friends to share?

Nope. You do not want them to consider doing their job. You "thank them" for doing what you expect them to do.
For example: "Thank you for your prompt compliance in providing the requested documents."

No, that's very standard for government decisions. Admin law / due process requires appeal rights.
