No. The fact is this wasn't a problem until Uncle Sam made it one. Prior to the implementation of these programs, black people were actually becoming successful. Another shitshow brought to you by leftists.

its true that after desegregation blacks got worse off, but I think that is mostly coincidental. Johnsons welfare state was created at the same time. most places are still segregated even today voluntarily.
