Biden's an idiot who can't even speak, but that's not what he was attempting to say. What he was trying to express (but failed because he's an idiot whose idiocy is increasingly amplified by his senility was) was a weird comparison between Wu Flu testing and drug-testing for employment.

The comparison doesn't make sense whatsoever and is itself cringeworthy.
