While I agree with the sentiment, and this man was almost certainly manufacturing for illegal distribution, this is purely retaliatory. This situation is so common in China.
Ketamine, fentanyl, and numerous other drugs of abuse and their precursors have medical, veterinary, or industry uses. What China does is allows these types of people (mostly Chinese) to setup manufacturing of these in China. These are "legally" only suppose to be for export for legitimate use (ha!). As long as they do not sell them in China, and pay off the government, they can smuggle these to other countries.
The fentanyl, and opiate, problems in a lot of countries is 100% fueled by China. 1 kg of fentanyl is over a million doses, which is easy to smuggle then cut into fake vicodin pills or heroin.
