I think they are setting up the hammer to drop on Comey. He went "rogue" will be the narrative. They'll try to pin it all on him and sweep the rest under the rug.
"If" they drop a hammer, Comey would be the best guess as to who is the designated patsy .. he was hated by Hillary's crowd for his report in Sept 2016 (lying Lynch punted it to Comey).
BUT: I don't think anyone pays for this, honestly. I think Barr delays the report until after November and then releases a watered down POS that says something along the lines of:
"Mistakes were made, but nothing that rises to the level of a prosecuteable offense. Here are my recommendation for reform to prevent these mistakes from happening in the future."
