That bar is a slush fund Soros pop up. Beware of these establishments. Do the math, bars and restaurants barley make enough to get by. Is this bar near one of the many airports in Florida that trained the 911 hijackers ?

I feel that unless the bartender was directly responsible (you mentioned barback, I think?,) I would still leave a gratuity. Maybe not 20% but at least you can afford to show them that their little tip ins't enough to set you back and service did happen until the incident. I might mention after a scant 10% tip that you normally tip 25% on standard service and often afford much more when service is exemplary.

edit: Remember that our President is also in the service industry and the hotels he owns and operates aren't dumps because they operate with low energy.
