1: You don't shoot the tires out in the neighborhood because bullets ricochet and concrete streets are a very hard surface. You don't want a kid down the block to get hit by a stray bullet. You are responsible for every round that leaves your firearm.
2: You don't shoot just once because it's actually hard as fuck to hit someone with a hand gun. This isn't the movies. Hitting a paper target from 10 yards is hard enough; now add adrenaline and a moving target. Also, glass (the windshield in this case) changes the trajectory of the bullet. Sometimes much more dramatically than you would think.
3: Every Single firearms instructor will tell you that when you draw your gun, you shoot to stop the threat. That means center mass. You shoot until the threat is stopped. If you draw your weapon to scare or wound a threat, you were not justified to use deadly force to start with.
4: The car reversing at the officer is a deadly threat. Play stupid games, win stupid prizes.
I back the police hundred percent.
