Biden isn't making the decision at all. The DNC just doesn't know which of the black female VP candidates will be the least worst one. They know they are all bad, and all have significant baggage.
Hobama Harris is who they would like to choose. That she had to suck and sleep her way to the top, was brutal as an attorney general and abused prison labor works against choosing her. More importantly, her slave holding ancestors will be a problem for the rabid BLM supporting crowd. Lose them and the DNC might as well concede the election. That her ancestor was still bringing in slaves to work his Jamaican plantation after Britain banned slavery in 1834 is going to be an even bigger problem.

The SF DA that preceded her had built enormous amounts of investigative files and personnel records, spanning approx 70 years of abuse by the SF Archdiocese, as well as records of how the diocese had handled the complaints internally (eg silencing witnesses and moving perps on, including one who went on to abuse an estimated over 50 children, and another and was transferred to overseeing a orphanage in Mexico,) and he was working with the survivors to bring cases forward. The minute Harris took over, she refused to release the records that were needed for those cases, met with the diocese, but refused to ever meet with the victims.
The Catholic Church is very powerful in San Francisco, and it earned her the backing of a lot of very influential local Dem party powerbrokers.
Like the usual case of "those who shout loudest," after she went from SF DA to CA AG to Senator & pres candidate, she claimed to be a great defender of sexual assault victims. She now has the backing of the richest Clinton donors, and is being floated as VP to Biden. What more evidence do we need of her dedication to and hard work on behalf of underaged victims sexual abuse? She's the perfect fit.
Remember ol' dumbass Joe having to drop out of a race years ago for plagiarizing from Neil Kinnock? He hasn't stopped ripping off British politicians, except that now he's so protected he knows he doesn't even have to choose one that's relatively obscure in the US.
