Rum and sugar trade. This led to one of the reasons they built such a large navy. Keep in mind the poor coastal towns were the ones being raided....so the monarchy didn't care too much. Like the Democrats and their apathy to the inner cities. If it isnt affecting them personally, then they don't care.
