I'm pretty sure their losses it has to be "mailed by election day"..... not counted by election day. Their plan is to count votes for 3 months.

Post marks are generally placed when there's a stamp in the corner of an envelope.

If you've received pre-paid bulk mail, you typically don't see a post mark on it.

I am pretty sure they are date stamped when returned through the system though. Idk.. I don't trust them either way.
