This is incorrect. You are describing tax withholding. “Payroll tax” refers to the combination of social security and Medicare taxes. These are regressive taxes which Democrats are supposed to be against. But just watch how much they whine about this.

No, I am correct that payroll tax does include ALL taxes withheld from pay, including federal & state, and employee tax withholding IS payroll tax on the employee. I read his question to mean he is self-employed in a one-man business and is wondering about payroll taxes for employees, and so I explained to him payroll tax includes Social Security, Medicare, and State - in addition to Federal, which he already seemed to know. I didn't speak to the specifics of the Trump cuts b/c his question wasn't on that. But I did go back and add a comment about Trump's payroll cut applying specifically to SS & Medicare.

The payroll tax is a multitude of taxes that are paid by the employer, and in some cases, withheld from an employee's paycheck. The employer then remits these taxes to the appropriate tax authority. There are numerous types of payroll taxes, including:

  1. Federal income tax withholding
  2. Social Security tax withholding
  3. Medicare tax withholding
  4. Additional Medicare tax withholding
  5. State income tax withholding
  6. Various local tax withholdings (city, county, school district)"
