It's arguably not legal for him to do this. And if (when) the dems fight it, there is no way they can cleanly spin it any other way than it's the dems "cutting off" the money to the covid unemployed.

He’s diverting unused funds from the CARES act. So it’s money already approved by Congress.
It’s similar to the way he diverted funds for the wall and that iirc held up in court.
