Go read a book. The US didn’t have any federal income tax before 1913. Tariffs are just one of many ways the country can (and does) make money to pay federal workers.

Believe it or not for most of our early history we didn't have a universal income tax the way we do now. There was a temporary one during the civil war and that's about it prior to the 1900s.
